野生动物宣传月是中国政府部门和保护协会倡导并组织开展的系列主题活动。每年11月是全国"野生动物宣传月"。
陕西作为野生动物资源大省，近年来持续加大野生动物保护力度，已基本构建起野生动物野外保护、拯救繁育、执法监管等制度体系，在野生动物保护工作整体上取得了一定成效，形成了行之有效的经验和做法，需要上升到立法层面予以规范。
经过立法调研、集中修改、实地察看、吸收各方意见，《实施办法（修订草案）》最终形成。原办法4章40条，修订后6章55条，分别从野生动物及其栖息地保护、野生动物管理、监督检查及法律责任等方面作了规定，为构建陕西整体性、系统性、陆生野生动物保护制度体系提供方向。
办法修订草案进一步规范野生动物保护宣传工作，提高全民参与保护野生动物、拒食野味的意识，预防人畜共患传染病、增强公共卫生安全等内容，提出将每年9月定为陕西省保护野生动物宣传月，将每年4月11日—17日定为陕西省爱鸟周。
