   secondly,the goverment should make laws to control the workers who are from other places to go to the city freely。there must be clearly rules for the nonlocal people。
  It's will be useful to decrease the city's pressure。 last but not least,it's nessary to build some social facilities in the outskirts such ashospitals,schools,shppong malls ,cinemas to attract people to live there。
  if there are no diffences between city center and outskirt。the citizens will be happy to choose the outskirt becouse of the good environment。
